The Noongar Cultural Framework (NCF) Project delivered by SAC is designed to support improved access to culturally safe crisis accommodation and family and domestic violence (FDV) services for Noongar women and children experiencing or at risk of FDV across the Great Southern, South West and Lower Wheatbelt regions of Western Australia.
It seeks to achieve this by:

Bringing together community knowledge, lived experience, cultural understanding and practical actions that can help services work in ways that are safer, more respectful and more responsive to the needs of Noongar people; and

Providing guidance for service providers on best practice ways to strengthen cultural safety within their services.
The NCF has been developed through meaningful engagement with Noongar Elders, community members, people with lived experience, service providers and subject matter experts. Drawing on 2 years (commencing 2024) of consultation with stakeholders, the NCF reflects the strengths, values and cultural context of Noongar communities and provides practical guidance for organisations committed to delivering culturally safe services.
The NCF Aims to:
Increase cultural awareness, understanding and respect for Noongar women experiencing or at risk of FDV among service providers and stakeholders.

Build organisational cultural capability to deliver safe, relevant and responsive FDV services.

Improve the quality and effectiveness of FDV responses, enhancing the safety, wellbeing and empowerment of Noongar women and children.

Strengthen partnerships between service providers, Elders, stakeholders and Noongar communities through trust, collaboration and shared responsibility.

Promote recognition and respect for Noongar culture, heritage, rights and interests across service systems and policy environments.
